Default apps won't install after factory reset iPhone 11

I factory reset my iPhone 11 and used the option to move data from my old iPhone 7 to this one, after that only the default apps aren't installing and showing "Waiting" on all default apps and says "Unable to install <App> Please try again later".

After this issue, I factory reset the phone again but didn't transfer data from my old phone this time and went with a fresh start. But still, the same issue is there, all the other apps install perfectly fine but only the default ones aren't installing at all like Calculator/Clock/Calendar/Facetime etc.

I've tried rebooting multiple times, device is currently on iOS 17.1.1
