I recently bought an Apple Watch from a legitimate electronics store. The model is an Apple Watch series 7, and when i tried to link it up with my iPhone the "This device is locked by it's owner" message. What do i do? There was never any previous owner as i bought this device new.

Take it back to the store that you purchased it from and either get another Apple Watch or get your money back. You have run into the Activation Lock on the Apple Watch. A security measure to deter theft and resale of a stolen iPhone. You are not going to be able to use that iPhone without the credentials of the original owner of that Apple Watch.
