The dialog window gets dark and that is it. I do not see any folder being created.

Can you try to save to another folder on your internal drive instead of the the Downloads folder?
Is there more than one user account on this MacBook Pro, and you navigated to a different user account?
It happens with any file. I do not have any special set up. I have an impression that it worked some weeks ago.
Update: It does not work with Brave browser, but works with Safari. Isn't the dialogue window for saving files a feature of Mac?
It does not work for any folder. There is no other account.
Any restrictions set up?

Can you copy this file from one folder to another, using the Finder?

It worked for me some weeks in Brave some weeks ago.
If it works with the default Safari browser, you should contact the developer of the Brave browser and ask them, if there are any issues or newer versions.
It is not possible to create a new folder by New Folder button in a save dialog window
