Activation lock has nothing to do with a carrier.


Activation Lock happens when the previous owner does not correctly sign out and erase the device before sale.


Unless you can contact the previous owner, the iPad will be unusable. There is no way to bypass Activation Lock.

Apple won't remove it for you, unless you can provide the original purchase receipt from Apple or an authorized reseller.


If you can, return it and demand a refund you will not be able to use it.
