Touch bar on macbook disappeared in bootcamp

I have a 2019 Macbook Pro 16” that I installed Windows on via Boot Camp. The touch bar worked fine then. Then, I had to reinstall Windows completely, and the touch bar stopped working but I was able to fix this by reinstalling Boot Camp manually.

However, after this, the touch bar randomly stopped working and I tried to reinstall Boot Camp again. This did not work. I went to the Boot Camp control panel but there is no keyboard option I can use to interact with the touch bar. How can I fix this?
