No "Text Message Forwarding" in iPhone settings
Full Disclosure - I am reposting this from another post because this is a known problem, and this person's solution worked perfectly. My husband was not receiving iMessage texts on his Mac after getting a new phone. I found this article and followed the steps. I couldn't reply to it because it was an older post, so I am reposting, with a couple of additions.
Background: My Mac and iPhone had messages synced. I got a new phone (same number), and suddenly my Mac could no longer send/receive texts. (iMessages to other Apple users were fine, but not regular texts, e.g. to Android phones.)

If you don't see "Text Message Forwarding" in the iMessage settings on your phone:
- Go to Settings > Messages, turn off iMessage.
- Turn it back on, tap Send & Receive, tap Use Your Apple ID for iMessage, then sign in with the same Apple ID used on your other devices.
- If there is no "Use your Apple ID" option because it already shows it logged in, go to the bottom and in very tiny blue highlighted font tap on your ID, sign out, then immediately sign back in.
- On your Mac go to iMessage-Settings and click iMessage at the top of that window.
- Make sure that your phone number is checked off under "you can be reached for messages at".
- Further down, make sure you choose your phone number under "start new messages from".
- Close and quit iMessage and reopen. Have someone send a text to your phone number. You should receive it on iMessage on your Mac now. This worked for me right away.
