Look in Files > iCloud Drive > downloads

There is no "download file" on the iPad. iPads have a limited ability to download files. When files are downloaded, they are generally found through an app. If you are using iCloud drive syncing with your Mac, you can, as noted above, see your Mac's download folder.

What types of files are you downloading? From where?
