what do i do if i can’t verify my identity because im underage
apple pay asking to verify my identity but i’m underage and don’t have a license to do so?

You are only allowed to use the Apple Pay cards from the Organizer of a Family Sharing Plan. They also need to allow you to use Apple Pay. The Organizer of the Family Sharing Plan does need to be over 18.
