iCloud backups

I'm sure i just don't what I'm doing since i can't find the info online or I'm not searching the right terms. I have 2 iPads I use for our band for running backing tracks. Obviously a mission critical thing. I use a mini as primary and a 10" for a backup. What I WANT to do is backup the mini every time we make a change to files, add songs etc and then restore that icloud backup onto the other ipad.. I don't wee anywhere in menus or on the icloud windows app where that can be done? the only way i've accomplished it before is every time I make a change, wipe the backup ipad and "transfer" the main iPad to the backup and just not delete the info from the main..

There's got to be a better way

Did you try to use the "Files" folder to save your data?

Copy the new content to the iCloud Files folder, and then open those files in the "Files" folder on your other iPad.

Both iPads have to be registered to the same Apple ID / iCloud Account.

when i click on the files app, i open the folder of the 489 files, but it allows for airdrop, doesn't say anything about icloud. and the BIG issue is the app i need backed up as well has a database with each files configuration on it that if I just transferred files probably wouldn't transfer along with.. hence why I was trying to use backup as it's a configured snapshot of the working device
