My MacBook Air Battery reached 31 cycle count, but its maximum capacity dropped to 96% within 4 months. is it a problem ?

No. Its condition is normal as shown in the screenshot you posted. Why do you ask?
A battery's maximum capacity starts at 100%. Over time, it will diminish. That rate is not linear, nor is it even in the same direction, therefore it is not a function that can be extrapolated to some future date. Its maximum charge capacity might increase a percent or two between charge cycles, but the long term trend over many years is down.
