Yet the title of your thread says you found an owner locked phone. Found or gifted makes no difference in this regard. You cannot use the phone. Apple won't help you. We can't help you. The phone is totally, utterly useless to you.
Recycle it responsibly or turn it over to the authorities as the rightful owner of the phone may have filed a stolen item report.

Only the owner can unlock it with their credentials. Recycle the device responsibly; it will never work for you.

Turn it in at a lost & found department or recycle it responsibly.
Most unlikely. If they found a phone, it would say iPhone Locked to Owner, which has nothing to do with the carrier and they specifically asked how to reset an iPhone locked to owner.
