When I want to update my credit card it gives me an error that the card was decline even that the card is good

From your description the most likely cause is if you are using VPN, or even if you just have a VPN profile installed in Settings/General/VPN & Device Management/VPN.

I am having the same issue. It’s not “declined” but “failed” and I am using the same card I have been using for 2 years! This is an APPLE ISSUE.
Same here. It Is An APPLE Problem and the sooner they accept this and fix their problem the better.

Weird thing is my card is working on my phone but still has old card listed on mac os app store, safari etc and I can't change it.

Sometimes for me I can get it to charge my account and I know I have enough but my Apple account will decline it for no reason even if I have enough
