From your description the most likely cause is if you are using VPN, or even if you just have a VPN profile installed in Settings/General/VPN & Device Management/VPN.

Not sure if this is the same issue or not... iPhone 11 running 17.4.1. After most recent OS update my credit card does not work when I'm using the iPhone tap function with Apple Wallet at multiple vendors' point of sale--before this last OS update, it worked every time. The credit card itself does work when I tap it.
I’m dealing with this issue right now. It’s definitely not a bank issue. I have $60 in pending charges in limbo right now because Apple kept trying to charge my card but it kept declining. Bank said everything was fine. Even my credit card company too because I switched the payment method. I have no VPN or anything like that. Never had this happen before. But it’s very frustrating at this point I have been dealing with this all week.
This just started happening to me. Have my Apple Card linked, never an issue. Now I can’t download, gives me a billing error. Not sure if an update is needed. I did just activate my Apple Pay. Wonder if that affected it. 🤷🏻♂️

Something more is wrong here. Apple Pay works at the grocery store or anywhere else when I physically tap the phone in person to the payment device but it does not work with any of my apps. If I load my card directly into the App, the card works. This is clearly an Apple problem.
I disagree with your thoughts. Nothing has changed on my end. My apps used to take Apple Pay and now they do not yet I still can use these cards at stores. There is no way that multiple apps stopped taking Apple Pay all at the same time.
This literally happened to me again today. The card, expiration date and security number on the back is correct. This is the third time I’ve tried to use Apple Pay for online purchases only to have them declined. I’ve got $300 in the account so it’s not a banking error.
You are not helping anyone, all you are doing is making excuses for apple and accusing the customer of the issue when we all know that it is apple. I had to claw back a payment through paypal after apple refused a refund for a movie that would not play. Now apple refuse to accept any form of credit card, even the prepaid ones. That is all good as I have just gone elsewhere to buy my movies, so that kind of backfired on apple lolol
Instant approval. I also had the antique backup of real green dollars as a last resort. Haha.

You don’t know what you’re talking about. As I already stated there is NO COMMON DENOMINATOR. Different phones, different cards, different merchants. THIS IS AN APPLE ISSUE
The issue is not card declined (as you said) but when it comes up with card failed. I’ve gone and checked with my bank and all seems well but when I put it in on apple it doesn’t work
Have you checked all of the items I listed, in particular the address match and VPN?
