The issue is not card declined (as you said) but when it comes up with card failed. I’ve gone and checked with my bank and all seems well but when I put it in on apple it doesn’t work
Not sure if this is the same issue or not... iPhone 11 running 17.4.1. After most recent OS update my credit card does not work when I'm using the iPhone tap function with Apple Wallet at multiple vendors' point of sale--before this last OS update, it worked every time. The credit card itself does work when I tap it.
Apple will NEVER, EVER do anything to resolve the problem with YOUR credit card and YOUR phone unless you contact them. Ranting in this user to user forum is no help at all, and just annoys other users.
As you have been told 3 times now.
While your mind sounds made-up, and facts might not matter to you, Apple is not at all involved in executing ApplePay transactions.
(Any more than Apple is involved in your browsing to web sites while using Safari)
Apple IS involved in the initial card setup (adding it to Wallet), but after that …
… everything is handled by the various participants in the payments network. (and there are a LOT of “parts” in that system; any one of which can cause transaction failures)
Your only mechanism to correct functional problems with the payment network is via your card issuer. (And this CAN indeed be a frustrating experience; requiring some tenacity on the cardholder’s part)
Similarly, a merchant’s mechanism is via their acquirer.
Do you have an Apple ID? That is your iTunes/iCloud account also. As Apple Pay will not work without an Apple ID you must have one. Go to https://appleid.apple.com and verify the address.
Another possibility: Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN.
If this helps. We bought a new iPhone 15 Plus and transferred all of the data from the old iphone 8. All went well but we couldn't set up Apple Pay because the credit card failed to load and instructed us to call the bank. The bank instructed us to delete the card from both the old and the new iphone wallets. Re-start them. Then using your new iphone go to your online internet banking site and add a card from the services menu (might be different for your bank). From there you will see your card and the option to add it to your wallet. It worked for us.
Based on this if you are having trouble with other cards then I would suggest going onto the company website and add it to your wallet from the website if they have that facility. Good luck.
Mine is exactly the same . Use it shopping it’s fine , in restaurants it’s fine . Tried to book bus tickets on line and a Ryanair flight ….both times payment failed . Entered manually it worked . So that defeats the object of the wallet . Contacted card issuer , they had no record of any attempts to use it . So must be an Apple issue
No, it must not be an Apple issue. If the issuer didn’t see the request it could have been blocked by your ISP, any antivirus you might have, or, if you use VPN, your VPN provider. So as a first step, If you use VPN, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.
Well, with 2 billion iPhone users, I’m sure some of them have problems with their credit cards. That doesn’t make it an Apple problem.
And I’m willing to bet that most of the users with problems have VPN installed on their phones. Most banks will not accept connections through VPN.
the support just claims it is the cards fault, and nothing gets solved. My card company says all is good on their end, so, If apple claims that it is the cards fault, and the card company says it is apple fault, I have no problem buying from somewhere else. I fixed the issue of my card all of a sudden not working after many years of no issues by buying from google play and physical versions.
This just started happening to me. Have my Apple Card linked, never an issue. Now I can’t download, gives me a billing error. Not sure if an update is needed. I did just activate my Apple Pay. Wonder if that affected it. 🤷🏻♂️

Please review the 5 pages of the thread you just posted to for ideas on why you have this problem.

Me too whats the problem here
The problem here is you posted without reading anything else in the 5 page thread that your post is part of, where various reasons and solutions have been posted.
I started experiencing the issue after I had to claw back a purchase through my credit card/paypal, the movie refused to work and apple refused to refund. I contacted apple and they could not help, so I started buying my entertainment from others.
My situation might be a little different, but some overlaps. Apple has blocked my credit card (which I have used for years for all app store and subscription purchases.)
What happened:
An app developer could not help me cancel a subscription plan in their app, as the subscription page is "apple's territory". App dev encouraged me to talk to Apple. I did.
Apple rejected my request to refund me the app subscription cost. The only advice they had was to contact my credit card and have the charge blocked.
I contacted credit co., had the charge blocked, and was able to then purchase the app subscription through the app website. All good!
Then I found out Apple had blocked my credit card for blocking the app purchase (which was their idea as above)
I spent about 1-1 1/2 hours on the phone with 3 levels of Apple support, seeking clarification and help to resolve the matter. But per their terms of service, all purchases are final, and also, it is the system's policy to block cards that decline a purchase.
None of my cards have been declined, and I have just updated also. Are you perhaps using VPN on your phone? If so, delete the VPN profile and app and see if that fixes it.
