From your description the most likely cause is if you are using VPN, or even if you just have a VPN profile installed in Settings/General/VPN & Device Management/VPN.

Bad advice. The “decline” is only happening since the newest update. All my cards worked until today, including Apple Cash, which has nothing to do with expiration dates or security codes. So it is an Apple problem.
I know what I am talking about. If you don’t believe me and don’t follow through on the troubleshooting steps I posted you will never be able to add payment method to your phone.
I highlighted VPN because that is the most common cause of inability to register a card; banks HATE VPN and frequently block it.
Apple will NEVER, EVER do anything to resolve the problem with YOUR credit card and YOUR phone unless you contact them. Ranting in this user to user forum is no help at all, and just annoys other users.

the support just claims it is the cards fault, and nothing gets solved. My card company says all is good on their end, so, If apple claims that it is the cards fault, and the card company says it is apple fault, I have no problem buying from somewhere else. I fixed the issue of my card all of a sudden not working after many years of no issues by buying from google play and physical versions.
I started experiencing the issue after I had to claw back a purchase through my credit card/paypal, the movie refused to work and apple refused to refund. I contacted apple and they could not help, so I started buying my entertainment from others.
What happened when you used the physical card?
Then it could very well be a problem with the merchant's system.
Try it somewhere else.
If all else fails, back up the phone, restore iOS, then restore the backup.
Turns out it was Apple as you suggest Lawrence and they sorted it overnight without comment.

NO apps take Apple Pay. Apps take the payment method or methods in Settings/[your name]/Payment & Shipping, which may or may not be payment methods supported by Apple Pay.

I changed nothing. Just did the update. Period. Had dinner with my wife and used Apple Pay like usual; two regular cards declined and Apple Cash. And my credit is perfect and balances on cards are paid in full monthly, so it's not a spending or over-the-limit problem. It's Apple. Not sure why you're defending them so hard.
That’s not true, I can attempt to purchase something online and try to use Apple Pay but it doesn’t work. If i manually enter the card, it works just fine! I’ve quadruple checked my card information in apple wallet and there’s nothing wrong , it’s never work for as long as I’ve had my iPhone.
It worked on Tuesday, stopped working Wednesday, continues to not work. Three different retailers, five attempts. Card issuer says there's no record of an attempt to charge the card on their end.

As of 3-8-24 My apple account won’t let me download apps, says there’s a verification issue with my payment method which it has had on file for at least a year. A monthly subscription for apple care says declined. The physical card works in person for purchases as well as online merchants, that are not apple.
2 days ago it said the same thing for a streaming app subscription, I verified the card and it went through. (Didn’t change a single thing, just clicked verify). Card is not blocked or expired. There is significantly more funds available in the account card is attached to than the charge.
