I have two eSIMs loaded and both work but my colleague has them both enabled at the same time. My phone however only allows 1 SIM to be on. Is there a setting that allows me to switch both on together does anyone know please?

You cannot.
As explained in the support document you posted from, you need an iPhone 13 or later to have 2 active eSims at the same time.
iPhone 12 and earlier iPhone that support dual sim, It can use one eSim and one physical sim.
Your colleague has an iPhone 13 or later and that's why it works for him.
