I just got my new Mac Studio M2 ultra.
I have some external HDD connected to my mac via Thunderbolt.
they work just fine but I have a problem
When I put my mac in STANDBY the external HDD turn of (as it dit till yesterday on my old Mac Pro) but after one minute they start running again even if the Mac is still in standby.
Does anyone know I I can solve this problem?

Try adjusting the Sonoma Sleep Settings.
Set sleep and wake settings for your Mac - Apple Support
Test with the following settings.
Yesterday I made the same test on my Macbook PRO with the "old" OS Montery and I did not have any problem just like on my old MACPRO.
This morning I updated the OS to Sonoma on my MACBOOK PRO (the same OS I have on my new Mac Studio) and now it makes same behavior!
So the problem seams related to the new OS Sonoma.
Other thing I noticed is that while the Mac is in STANDBY the HDD continue to turn on and off every minute.
I have 2 external double box STARDOOM.
One has 2 HDD in RAID (one HDD is the copy of the other)
The other box has 2 HDD not in RAID.
I have the problem with both of them even if I use one at the time
And by the way the RAID works just fine
I don't really know if I use MARVELL'S RAID controller! (don't even know what it is!)
In any case the problem has nothing to do with the M1 or M2 as I have the same problem on my MacbookPRO 2016 which is not M but Intel.
As I said before upgrading to Sonoma I had no problem with my Mac Book Pro so it seams that the problem is related with the OS SONOMA and not with the hardware.

What external HDDs?
Test the HDDs on the USB ports.
Bummer' look like the RAID controller does not support Apple Silicone Mac's.

One reason that this is happening could be that the drive's firmware may be designed to do this for the drives affected.
I just tried but with the USB connection my HD external HD won't even turn on!
My HDD is a normal HD in a STARDOOM box

I don't know, all I can say is that with my old MAC PRO this did not happen!
Pretty sure that is the boxes internal controller.
I think your best bet at this point, is to seek support directly from the manufacture.

I just made another test with a LACIE external HD (single) and I got the same behavior so...
It's already in this way but I still have the problem!
