iOS Journal app - use different passcode than phone passcode?

I saw a review video on YouTube of the new Journal app, and the reviewer was able to set a unique passcode for Journal, different from his iPhone passcode. But when I go into the Journal settings and select Lock Journal, all it does is prompt me for my iPhone passcode and then makes that the Journal passcode. In the video, he was then able to set a unique and different passcode for Journal.

What am I missing?

This is such a ridiculous oversight on Apple’s end. The journal app is not at all secure unless it has a separate passcode. These days, family members often have your passcode for various reasons. That doesn’t mean you want them to read your journal. I feel so insecure using it. I don’t know where/what to shift. The notes app is more secure but the user interface is a bit clunky. The journal app needs to have the same security measures notes does.
