Nope sorry, a new Mac mini can not use your 2013 iMac as a display in Target Display Mode.

If you do a new Mac mini, you will also need an external display.

Cannot be done. All Macs made from 2020 onward no longer have the ability to work with iMacs in Target Display Mode.
I have a 2013 27" iMac and can verify that that is the case. No software hack, dongle, box or magic wand will make it work.
