Copying photos from Windows pc to iphone

I would like to copy some photos (*.jpg) from my windows 11 pc to my iphone 13 (ios 15). If I email the photos to myself, they are in the mail folder, but I cannot manipulate them (ie: crop to fit the screen, move to the photos folder, etc). I have the cable to connect the iphone to the pc USB port, but if I try to copy and paste or drag and drop the photos, nothing happens. Is there a way I can move the *.jpgs to my phone?

alternatively, if you email them, once they arrive on the iPhone, you can tap on them to open them, then tap on the share icon, and then on Save to Photo to store them in the Photos App on your iPhone.
