Someone I don't know owns my iPhone cell number and Verizon just hangs up on me when I ask for help or point out my problem. I've been trying for years to gain control of my accounts and iPhone. I don't know what to els to do! Please help me!!! ???

We are fellow users, Apple is not here, and no one in these communities can fix your Verizon issue.
That iPhone 13 Pro Max is not restricted to Verizon unless you are on a payment plan with them. You need to walk into a physical Verizon store and ask for help. Show them ID if they ask for it. Calmly explain the situation and if they give you continued ignorance, it is time to change cell phone providers as that iPhone can take other SIM cards with a different phone number.
