Order of photos in library
I want to change the order in which my photos are arranged. Currently from oldest to newest. Want it ordered from newest to oldest, with newest appearing on top of screen

It will depend on where you are viewing the photos. You can only change the sort order in albums you create yourself, but not in any album, that is automatically created by photos. All albums in the Library section (Imports, recents, etc) and the albums in the Media sectional having a fixed sort order, specific for each album.
To change the sort order, you may want to create your own albums.
Are you asking about Photos on a Mac or Photos on an iPhone or iPad?
On a Mac you can easily create your own "My All Photos" album as a smart album:
- File > New Smart album
- Set the rule to "Date is before 1.1.3000".
This smart album will show you all items in your Photos Library, and you can sort it with "View > Sort > Sort automatically by date taken (descending)".
