I had all my Documents on iCloud, but encountered some slow down and I have removed them (in preferences) back to live primarily on my Hard Drive. I'd like to put only specific folders (containing documents) on iCloud so that I can access them on both my Mac and my iPad. Is this possible? Wise?

You can add specific files and folders to iCloud Drive on your Mac (without using the Desktop and Documents option which syncs all of your Documents folder with iCloud).
You can access the iCloud Drive folder on your Mac via the Finder sidebar or via the Finder "Go" menu if you have iCloud Drive turned on in Apple menu > System Settings > [username] > iCloud > iCloud Drive.
If you want there to always be a local copy of those files on your Mac, don't turn on Apple menu > System Settings > [username] > iCloud > Optimize Mac Storage.
