Apple ID asking for old passcode to complete phone set up but can't remember

I forgot my iPhone's passcode, so I had to factory reset it using iTunes. But when logging back in with Apple ID and iCloud it asks for the old passcode to completely complete the setup. The phone works but I don't have iMessage or the passwords and settings I had before. Also I don't have access to Apple Cash

Is there a way around this?? Please help me it is very important for me.
