iTunes shows I have a balance of $15 but I can’t purchase anything

I purchased an Apple Card and redeemed it through ITunes for $15 in my Apple pay it shows I have a$15 balance also in iTunes it shows I have a balance of $15 but I can’t purchase anything keeps popping up for me to add a credit card to my account.why? Thats the whole reason to buy Apple Card so I don’t need a credit card. How can I access the $15 I have in my Apple pay account

Unable to buy anything using Apple Gift Card redeemed balance I had gotten an Apple Gift Card that had 20$ in Apple balance on it, but when I tried to make an in app purchase it told me to add a debit/credit card. It made no sense as I bought stuff without a credit card before. [Re-Titled By Moderator]
