We need to clarify again that this is a user-to-user support site. We are all users......just like you and your Dad. We are volunteers who try to help other users with technical questions and issues.
Apple is not here. They will not see your message.
I'm sorry, but none of the users on this site will be able to tell you what is going on at Apple in terms of questions like this.
Last time I checked.....which was several months ago.....the recovery process was taking 14 business days or longer. That has probably lengthened due to the upcoming holidays.
Unfortunately, I don't know of any shortcuts other than contacting Apple Support and asking if they can update you on the status of things.
