why do i have a blue frame wandering around my open pages

How to stop the blue “frame” from wandering around my open pages. Every paragraph, every single words, etc.

Unexpected scrolling occurs in Pages and other applications I've tried all suggestions to keep my windows data from scrolling up, down and to the left, past margins, without my input. It's the same in Pages, Word, or Scribner. Same when doing NYT puzzles. When on FB, my info may scroll back to the beginning. I kept hoping updates would correct the bizarre problem. Someone suggested a software in the past for this issue. I may be willing to try now. Thanks.
