Messenger kids blocked on country or region on new iPad, our kid's friends also have ipads and use the app just fine

Santa gave our kid a new ipad today, but messenger kids doesn't show up on the app store. Searching it up on Google and clicking the app store link gives the prompt "App not available in your country or region" We are Australian, and set the device region as Australia. We searched the app up and it says Australia is a supported region, our kid's old tablet had Messenger kids with no issues on her old Android tablet.
