New Apple Watch setup problem

watch model: series 3 (watchOS 8.8.1)

phone: iPhone SE (2nd gen) with iOS 17.2.1

when in the watch app in setup, when I try to connect Apple ID, it says that I need to update my watch but when I go to the Apple Watch settings to update it says up to date

It seems there might be a sync issue between your iPhone and Apple Watch. Try restarting both devices, ensuring they are connected to the same Wi-Fi network. If the problem persists, consider unpairing and re-pairing your Apple Watch with your iPhone. Make sure to back up your data before doing so.
