I recently upgraded from a 13 ProMax, to a 15 ProMax. I did not restore, but rather, chose to manually configure the new device. Is there a way for me to restore my previous Health Data, without doing a hard reset and restore?

No. Restoring from a backup is all or nothing.
Restore only Health Data from iCloud backup
