Could not load bluetooth preference pane on MAC OS Monterey 12.7.2
I looked in the Library for the Bluetooth Preference file and it does not exist.

I think you'd have to Reinstall the OS.
There are at least 3 Library folders, are ou looking in the one at Root of the drive?

Seems a hardware issue, a USB->BT dongle as linked to, is likely the best solution.
No, the folder exists but its blank. I opened the audio and camera folders to test and they have contents, but the Bluetooth is a blank screen. I tried restoring the OS twice and it did not change anything.
Yes, I was concered that it is a hardware problem, but I wanted to eliminate any possibility it was not. Do you if the bluetooth function is from a seperate and replaceable PCB or built into the main board?
In Mojave...
/Library/Preferences/com.apple.Bluetooth.plist
/private/var/root/Library/Preferences/com.apple.bluetoothd.plist
Looks the same in Sonoma.
I already looked in Library/Preferences and the file does not exist. Can I manually add a file?
The System Report says:
The plug-in did not respond quickly enough while gathering this information.
