Apple Watch won’t let me download games

I got this Apple Watch for my daughter and we do not have the same phone number so I can’t download apps on my phone for her Apple Watch and we tried downloading games but it just keeps saying wrong password we reset the password over 20 times but it still says incorrect we’ve tried resetting it, but that didn’t do anything

Apple Watch keeps asking me to put password for id Watch keeps asking for password. When I put it in (on the watch) it keeps saying it’s wrong. I changed it 3 times already. I know it’s right.
