i found an iphone in the trash and it works but it's locked. what can i do with it?

Found IPhone My father Found an iPhone 12 Pro Max and we kept it 3 weeks to see if the owner would call or text, we even called the number on the screen couple times and no one has answered. The phone is locked with iCloud, My question is if there is anything I can do to restart it completely?

So I found this phone and it I cloud locked I want to get in contact with the person so I can see if I can have it I want to get into contact with the person whose phone I found so I can ask if I can have it and they can unlock
