Upgraded my phone and now my messages say “syncing paused”. I didn’t change any settings from my previous phone. I have plenty of storage on the cloud. I have pressed “sync now” and it says it’s syncing with iCloud and the blue progress line is at the very end but then it turns off and says “syncing paused” again. I’ve also powered off my phone and keep having the same issue.
iPhone 15 Pro Max, iOS 17
This fix worked for me.
1) go to iCloud drive
2) select apps syncing to iCloud drive
3) select messages
4) choose sync now
Make sure you are on WiFi and if others in your home are on WiFi ask them to get off so you can have the strongest connection possible. It took about 30 minutes to complete however the status now says “Synced” I hope this fix works for you.

I did the same thing including verifying my update. Sync now keeps reverting to sync paused.
Software update to 17.3 installed but apple have still not addressed the syncing problem!!!
Apple...seriously! I mean how many people have to complain about this "syncing paused" thing before you chime in?!? Whats it going to take for you to figure out how to fix this???
I don’t see messages in the iCloud Drive once I go in there. How do I fix that?
They had told me to do that too, and it did not work for me unfortunately
