Upgraded my phone and now my messages say “syncing paused”. I didn’t change any settings from my previous phone. I have plenty of storage on the cloud. I have pressed “sync now” and it says it’s syncing with iCloud and the blue progress line is at the very end but then it turns off and says “syncing paused” again. I’ve also powered off my phone and keep having the same issue.
iPhone 15 Pro Max, iOS 17
This fix worked for me.
1) go to iCloud drive
2) select apps syncing to iCloud drive
3) select messages
4) choose sync now
Make sure you are on WiFi and if others in your home are on WiFi ask them to get off so you can have the strongest connection possible. It took about 30 minutes to complete however the status now says “Synced” I hope this fix works for you.

I found a solution!!!! The Apple support person today had me reset my network settings and then my messages app took about 25 mins for the iCloud to load and that message disappeared.
go to settings- general- transfer or reset iPhone- reset network settings
I have an iPhone 14 Pro Max. This problem has been haunting me for 6 months and today I did the steps below and it worked! Stoked!
Sorry to hear it didn’t work ☹️. I’m not a tech savvy person. This cleared my issue. The only other thing I did prior was update to IOS 17.2.1
My sync issue is gone.
Spoke to apple support back at beginning of January & they told me the same, plus also to delete any VPN’s. Still didn’t work for me!!!!
I did the same and it goes back to the (Syncing paused) after I complete the steps provided here. I also searched online and I get the same steps to remove this option. It’s very strange that this is happening. Also, I did not change any settings.
I am also having this issue with the 15 Pro.
I was on the phone with apple support, then got transferred to another senior agent, then another senior agent, now we are waiting for the response of the engineer to get back to us on this.
Apple really has to get this together or they may lose customers with these ongoing problems. Not my first time I went to the Apple Store for an issue and then they just create another issue for me to waste my time on. Please get this together, as soon as possible.

Same problem here, also when backing up to Mac in “step 3” of syncing it just hangs!!
Also unable to track family members in the “Find My”. Only happened since upgrading to iOS 17.2.1
