How to get incoming calls to vibrate only

Turn the Ring/Silent switch on the left side of the phone to silent. See: Use the side, Home, and other buttons on your iPhone - Apple Support
Also insure that Settings > Sounds and Haptics > Haptics is set to "Play in Silent Mode" or "Play Always."
