However VPN performance deteriorates with usage requiring reset network settings to return performance.  I have to remember turning OFF mobile data for non essential Apps to avoid exhaustion of my mobile data limit. how to get reset network settings for mobile data to default OFF for third party non-Apple Apps?

Otherwise , buying more mobile data is less hassle than VPN to use public WiFi.
