Trying to access iTunes to reset my iPad it is saying I can’t install it as I need an update but won’t let me update as it require version MacOS 10.13.99 or earlier and it is saying my Mac is up to date

iTunes went away in Catalina in favor of separate applications. Your tag line indicates that your system is running Ventura – so it wouldn't have, or be able to run, iTunes.
