Apps Can't Access Camera

Hi all,

Yes, I know how to edit an app's settings to give it access to my camera, however - I seem to have lost that capability. Apps like Messenger, Instagram, and my banking apps (I tried to take a photo of a check) now suddenly no longer have access to my camera, and I cannot tell how to get this back up and running (yes, have tried uninstalling and reinstalling).

Things that happened before this: ran out of memory on my phone so could not take a regular photo with the Camera; attempted to take a photo through Instagram stories and save it to my phone, the whole app quit out. This was a day or so ago - today tried to take a picture of a check through my TD Bank app, and it didn't register that there was even a camera on my phone - the bank's app settings are similar to the below.

I spent the $10 to upgrade my iCloud storage and am backing up my whole phone to iCloud now, so that I can then update my OS. Maybe the issue is there, somewhere - I'm running iOS 16.6 on an iPhone 13.
