Why can't I add money to a Suica card on my iPhone?

I'm trying to add a Suica card to my Apple wallet on my iPhone before traveling to Japan from the US, but I keep getting a 'Payment Not Complete' message. Can I add money to the transit pass before I arrive in Japan? Any ideas why my payment is not going through?

Apple Pay Travel I’m from Indonesia and going to Japan soon. Japan’s physical Suica card is in short because of chip shortage and travelers are advised to add Suica Card to Apple Wallet. Can't add money to Suica or Pasmo Card. After the latest update on my iPhone, I cannot add money to either my Suica or Pasmo card in Japan. Anyone else experience this?
