Those are not folders, they are just entries that show how much each of those categories is using. Neither of them contain old updates that can be deleted. Old iOS versions are replaced with new ones when you update. There aren't old files or versions around. The iOS entry is just the current operating system on your phone. You can't delete it that, as if you could it would render your device inoperable.
The System Data section is files and data actively used by the OS to operate. It generally is managed by it automatically and you cannot manually delete stuff from either category as it would be needed for operation.
With that said, 44GB of System Data is not the most normal, but there's no way to go in and delete anything form it manually.
Sometimes, restarting the iPhone can let the OS remove any unused caches and data and reduce the System Data usage.
Other times, connecting it to a computer (Mac or PC) and accessing the iPhone via Finder or iTunes can let the device also work at deleting unused data and reduce that category.
