Apple watch requiring password to pair

My daughter has had an apple watch SE for about a year. She received a iPhone 14 for Christmas and I am trying to pair her watch to the new phone. It is requiring a password, which apparently cannot remember. I have successfully reset her Apple ID Password, which the watch pairing procedure will not accept. I then tried to remove the watch as one of her devices in Apple ID, as the instructions suggested, but it is still requiring a password. Any suggestions on how to get the watch paired to her phone would be appreciated.

Activation Lock is designed to prevent anyone else from using an Apple Watch if it's ever lost or stolen.

Activation Lock is an anti-theft feature that cannot be bypassed. Only the previous owner can remove the lock by using their Apple ID & password.
