Third-generation Apple TV not responsive

I have a third-generation Apple TV.

When I turned the TV on the Apple TV displays a screen saying that I need to connect to the network.

I can use the remote (new battery) to move from the computer to the settings icon, but beyond that the Apple TV is not responsible.

I tried to reset the Apple TV using the menu button and the forward arrow button. This has not been successful.

What I'm trying to do is airplay video from my MacBook Pro to the Apple TV.

I don't know if this is related, but when I attempt to airplay, there is an option to choose a previously connected TV, but not the TV it is currently connected to.

MacBook Pro 13″, macOS 10.15

The Apple TV remote needs to be linked to the box, else the remote commands will not be carried out, even though these signals may be acknowledged by a flashing status light. For the legacy models Apple TV (2nd or 3rd generation) [A1378, A1427, A1469], that means:

The old style Apple Remote (aluminum) [A1294] needs to be linked to the Apple TV box, as described here: If your Apple TV remote isn't working (2nd half of the page) - Apple Support - Wayback Machine. Do both steps, the unlinking and then the linking — both using the buttons on the current remote.
