Which model Apple Watch do you have? Which watchOS version is installed on it?

——-

I suspect that your Apple Watch has watchOS 9 or watchOS 10 installed on it and that is why it is asking for a device with iOS 16 or higher to pair with it. If this is the case then it will not work with your iPhone 7 Plus which can only be updated to iOS version 15.
