inside Disk Utility, be certain "Show all devices" is shown.
then select the physical DEVICE, by its immutable manufacturer-given device-name, and choose ERASE.
If it refuses, this is most often because it has already been initialized with a foreign file system and may have files on it. Just pretend it wrote "are you sure" on the screen, and immediately choose ERASE again. it will likely go through.
in the setup for ERASE, you will have the chance to specify APFS and give the Volume a name that is meaningful to YOU. Don't just leave it the default "Untitled".
