Got charged when downloading something with a new card when it doesn’t cost money to download 10 dallor charge

Today I had to put a new card in my phone to download an app on the App Store. When I tryed to download it I put in my new card. Then it charged me 10$ from apple, also I had this app previously but I uninstalled it. when I first got the app with my first card it didn’t charge and it was free, the app. But when I used a new card then download the app again it charged 10$ why is this?
