Unable to add bookmarks on MacBook Air Safari 17.2.1

Can anyone please help? Spent an hour trying to resolve! I have tons of bookmarks and folders. I can save on my iPad and iPhone but not on MacBook Air. They are syncing so I can see bookmarks saved on the phone on the MacBook. Software is up to date. I have deleted all my website data, I've turned safari on and off. I've rebooted my machine. I can add and delete a bookmark folder. If I click the share button the options appear - they all work except Add Bookmark - nothing happens, no dropdown to select folder. Same thing if I go to the toolbar and select Bookmarks and then Add Bookmark. nothing. I've searched and can't find anyone with the same issue! Advice please???!!! Thanks in advance.
