I have a paid subscription to Apple TV. On the smart TV we originally signed in with I get everything I want but with a second smart TV in the home it will not allow me to login on the Apple TV app. It wants me to sign up for another subscription.

You should be able to sign in on as many smart TVs as you want, if those have the Apple TV app; only limited by simultaneous use.
Sign in through the in-app Settings (⚙️), using the Apple ID account that has the Apple TV+ subscription linked to it.
On what brand TV is it not working? What is its platform/OS through which it loads the Apple TV app?
