"Sign in with Apple" requires trusted device I don't have anymore

I have Apple account with Two-factor authentication enabled with the trusted phone number, but have no Apple devices anymore. On various websites I see "Sign in with Apple" option, I manage to use my password and confirm by entering SMS code, but then I hit "Two-Factor Authentication Required" step:

So what a **** is going on? Can I use Apple ID account without the device?

It looks the problem was identified with the help provided here:

I had to turn off "two-step" first then I was able to turn "two-factor". It was not clear from the interface. Thanks for your help as well!

What you are seeing is two-step verification. The is different then two-factor authentication. Two-step authentication was the first attempt to provide security and has been replaced with two-factor authentication. You should be able to turn on two-factor authentication as long as you have a Trusted Phone number. More information can be found here along with the steps to turn it on.

Two factor authentication has availability restrictions based on your region and OS version of your device. You can check those here:

If you meet the eligibility requirements, try tapping on the Account Security tab on the web page. Updating should be automatic, but this support article has steps to take to upgrade if using two-step authentication. It does say that two-step authentication needs to be turned off first.

That support article also makes this note when updating:

* If you log in to your Mac with your Apple ID, you need to change your Mac login password before setting up two-factor authentication.
