Using keychain on windows 11, problem not saving changed passwords

So I recognize this is an old topic but, after several errors thought you expert users could help a brother out. I have recently switched to using the icloud keychain instead of a separate password manager. My desktop is not MAC so using the keychain extension. After a few edits on my desktop it stops saving newly edited passwords. I have tried to delete the icloud app then reinstall. I have had some success in the reinstall when I disconnect my VPN on both devices. I find when I change the network passwords is when it does this the most. I found it stays signed in and will not sync new password or sign out of the extension. I have tried to edit the password on iphone and still the extension on my browser does not sync. So if anyone can point out my BLEEPS it would be greatly appreciated. Thinking to try BLUETOOTH via WINDOWS phone link as UNISON does work so maybe a strong connection????
