Speaker volume fluctuates is set at 100% but sounds like 25%

iPhone 12 iOS iOS 17.1.2 since iOS 17 my phones speaker volume fluctuates when I open a different app or get a notification or text. I know it slightly lowers with a chiming sound and that’s normal when getting a notification. My issue is the volume will be at 100% sounding loud with the speaker on but will suddenly sound like as its at 25% (still shows 100% but sounds like 25%) and I will have to pause and open a different app and then press play and it’ll be back up to sounding like 100% volume. Is anyone else experiencing this and is there a way to fix it?
